Kolo Yakubu, Managing Partner

Managing Partner

Kolo Yakubu is a results-driven health professional with deep expertise in health systems strengthening—particularly at the primary healthcare level—and a strong track record in leading impactful maternal, newborn, and child health (MNCH) interventions. Over the past decade, he has provided strategic and technical leadership to complex, donor-funded programs in Nigeria and Ethiopia, with a focus on improving governance, service delivery, institutional capacity, and community engagement.

Kolo has successfully led multidisciplinary teams in designing and implementing innovative, cost-effective, and people-centered health solutions. His leadership has ensured that frontline organizations are empowered to deliver more efficient, effective, and sustainable services—often through the strategic reallocation and redesign of program resources to maximize impact at the last mile.

He has contributed significantly to strengthening the foundations of primary healthcare systems through the development of health policies, operational strategies, and clinical mentorship models. His work with Mothers’ Groups has further driven community-level demand generation and uptake of MNCH services, reinforcing the link between systems and the populations they serve.

Kolo brings strong competencies in program and grant management, including budget planning, cost control, and performance monitoring. He has developed systems that improve financial accountability and operational efficiency while aligning technical priorities with resource realities.

With a proven ability to build and sustain multi-stakeholder partnerships, Kolo has consistently engaged government actors, civil society, and development partners to co-create solutions, foster local ownership, and scale results. His leadership is grounded in strategic thinking, adaptive learning, and a relentless focus on delivering measurable outcomes—even in complex and evolving contexts.

Recognized for his integrity, analytical strength, and collaborative approach, Kolo remains deeply committed to advancing equitable, resilient, and responsive health systems that meet the needs of all—especially the most vulnerable.

Principal Partner Operations.

Negedu Umoru is a seasoned health and social systems specialist with over 15 years of experience working across community, local, state, and federal levels in Nigeria and the United Kingdom. His work spans the public, private, religious, and non-religious sectors, with a strong emphasis on health systems strengthening, program and grant management, leadership and governance, and results-oriented advocacy.

Most recently, Negedu served as Head of Programme Management at Pamela Steele Associates Ltd (UK), where he led the delivery of complex health supply chain and systems-strengthening portfolios across sub-Saharan Africa.

Prior to that, he held pivotal leadership roles at the Health Strategy and Delivery Foundation (HSDF), notably as Health System Performance Management Manager for Niger State. In this role, he provided strategic oversight and statewide coordination of donor-funded initiatives, including grants supported by the Bill & Melinda Gates Foundation.

Negedu also played a key role in the Partnership for Transforming Health Systems II (PATHS2)—a UKAID/DFID-funded initiative—contributing significantly to monitoring and evaluation, sustainable drug supply systems, service delivery, and health financing reforms.

Renowned for his problem-driven, iterative, and adaptive approach to systems change, Negedu brings deep expertise in navigating institutional archetypes and operational ecosystems. His work consistently drives transformational capacity-building across both government structures and private sector entities.

The Principal Partner, Strategic Partnerships plays a critical role in cultivating and sustaining high-level relationships with key stakeholders. This role drives strategic business development by fostering impactful partnerships and enhancing collaboration with funders, customers, and influential partners.
Leadership in this position significantly expands C4SD’s reach, elevates its reputation, and amplifies its positive impact on the communities served. Serving as a cornerstone of the growth strategy, this role ensures every partnership and initiative aligns with C4SD’s core values and long-term vision—fueling sustainable growth and lasting success.

Principal Partner, Technical Excellence.

The Principal Partner, Technical Excellence is the driving force behind C4SD’s programmatic innovation and impact. This role strategically leads the development and implementation of cutting-edge solutions, directly addressing critical challenges across all initiatives.
The Principal Partner, Technical Excellence ensures the seamless integration of advanced data analytics, pioneering technology, and proven evidence-based practices into program design and delivery—guaranteeing maximum effectiveness and efficiency. This role champions rigorous research, cultivates a robust culture of innovation, and meticulously oversees knowledge management to continuously enhance organizational capabilities.
